Changes of the terrain are generally outside the construction zones of relevance. This is especially the case when nature or landscape protection objects are affected. Excavated material of construction sites outside the construction zone is often applied around the building and changes of the terrain are thus performed in a hidden manner to save the landfill fees. Only terrain changes that have a clearly stated purpose (soil improvement, flood protection, etc.) are approved. A quantitative structure of the unauthorized changes to the terrain is not available but would be very helpful for the political discussion.
